Accelerated training

Accelerated training is basic skills training of a short-term nature for jobs with a defined level of qualifications. This usually refers to a rapid paced, condensed vocational training to fill immediate manpower needs.

Agency shop

Agency shop is a form of union security clause. It is an arrangement whereby non-members of the contracting union must pay the union a sum equal to union dues known as “agency fees” for the benefits they received as a consequence of the bargaining negotiations effected through the efforts of the union.

Agency-hired worker

Agency-hired workers are those hired through agencies/contractors to perform or complete a job, work or service within the premises of the establishment. They are excluded from the total employment of the establishment.

Agriculture

Agriculture includes farming in all its branches and among other things includes the cultivation and tillage of soil, dairying, the production, cultivation, growing and harvesting of any agricultural and horticultural commodities, the raising of livestock or poultry, and any practices performed by a farmer or on a farm as an incident to or in conjunction with such farming operations, but does not include the manufacturing or processing of sugar, coconuts, abaca, tobacco, pineapples or other farm products.

Alien Employment Permit

An Alien Employment Permit (AEP) is a document issued by the Secretary of Labor and Employment through the DOLE-Regional Director, who has jurisdiction over the intended place of work of the foreign national, authorizing the foreign national to work in the Philippines.

Apprentice

An apprentice is a worker who is covered by a written apprenticeship agreement with an individual employer.

Apprenticeable occupation

An apprenticeable occupation means any trade, form of employment or occupation which requires more than three months of practical training on the job supplemented by related theoretical instruction.

Apprenticeship

Apprenticeship means practical training on the job supplemented by related theoretical instruction.

Apprenticeship agreement

Apprenticeship agreement is an employment contract wherein the employer binds himself to train the apprentice and the apprentice in turn accepts the terms of training.

Assumption order

An assumption order as an order issued by the Secretary of Labor and Employment signifying his intention to assume jurisdiction over a labor dispute. The Secretary may issue the order when, in his opinion, there exists a labor dispute causing or likely to cause a strike or lockout in an industry indispensable to the national interest.

The Secretary of Labor and Employment, instead of directly assuming jurisdiction over the dispute, may certify the same to National Labor Relations Commission for compulsory arbitration. The order certifying the case to the Commission is called certification order.

Basic skills training

Basic skills training refers to the first stage of the learning process of a vocational character for a given task, job, occupation or group of occupations, aimed at developing the fundamental attitude/knowledge/ skill/behavior pattern to specified standards. This covers any of the following:

  1. “Pre-entry training” is a basic skills training for immediate entry into the working environment.
  2. “Accelerated training” is basic skills training of a short-term nature for jobs with a defined level of qualifications. This usually refers to a rapid paced, condensed vocational training to fill immediate manpower needs.

Check-off

Check-off is a form of union security. It is an arrangement by a union with the employer for dues to be deducted regularly from the members’ salaries wherein the sum collected is remitted to the union by check.

Closed-shop

Closed-shop is a form of union security. A closed-shop may be defined as an enterprise in which, by agreement between the employer and his employees or their representatives, no person may be employed in any or certain agreed departments of the enterprise unless he or she is, becomes, and, for the duration of the agreement, remains a member in good standing of a union entirely comprised of or of which the employees in interest are a part.

Compressed Workweek scheme

Compressed Workweek (CWW) scheme is an alternative arrangement whereby the normal work week is reduced to less than 6 days but the total number of work hours per week remains at 48 hours.

Contracting

Contracting is an arrangement whereby a principal agrees to put out or farm out with a contractor or subcontractor the performance or completion of a specific job, work or service within a definite or pre-determined period regardless of whether such job is to be performed or completed within or outside the premises of the principal.

Cooperative settlement training

Cooperative settlement training refers to the training of a group of young people or farmer families in modern methods in agriculture and cooperative living and subsequently to organize and locate them in cooperative settlement.
